4.138 did the trick. I can now command 0% PC in Park if I want.

I'm glad that worked. The code has become quite complex, so finding these things often takes a little longer than I like. I will update the 5.xxx code with the same fix shortly <edit>it turns out that section of the 5.xxx code had already been re-written (for use as spare port 3) so it ought to be okay 'as is'.</edit>. Both will be released in the code updates thread.
